Transitio – Strategic Procurement of Heavy Rail Vehicle Maintenance with Systecon

Heavy maintenance of rail vehicles is a critical but costly and time-consuming undertaking—especially in a market with limited suppliers. To address these challenges, AB Transitio turned to Systecon for expert support in procuring and optimizing long-term heavy maintenance agreements for several vehicle types, including Regina, Itino, X11, and Coradia Nordic X62 units.

This long-standing collaboration reflects a strategic, data-driven approach that improves maintenance outcomes, ensures compliance with Swedish public procurement regulations, and is expected to save Transitio millions compared to previous contracts.

Multi-Phase Procurement Project: Regina, Itino, and X11 Fleets

Systecon was assigned responsibility for procuring a multi-year heavy maintenance frame agreement for the Regina and Itino trains. The procurement process followed the legal framework outlined in the Swedish supply sector procurement law (LUF) and was conducted in four structured phases:

  1. Drafting RFP Specifications
    In collaboration with Transitio's vehicle managers, Systecon developed the technical scope using its Opus Suite software and created comprehensive quality control, delivery, and commercial terms in the draft agreement.

  2. Advertising
    The opportunity was advertised across European and national procurement databases to attract a competitive pool of suppliers. A thorough Q&A process helped clarify technical specifications and contractual expectations.

  3. Negotiations
    All certified suppliers were invited to negotiate based on a pre-established evaluation model. This ensured fair treatment, transparency, and the opportunity to fine-tune commercial and technical terms before finalizing the frame agreements.

  4. Call-Offs
    With multiple frame agreements signed, the first call-offs were issued based on criteria such as component and vehicle availability, lead-time thresholds, and optimized price-performance conditions. The call-offs themselves followed a second competitive procurement process, fully aligned with legal standards.

The success of this project was underpinned by Systecon's independent role, deep technical knowledge, and the confidence it inspired among both Transitio and the bidding suppliers.


Procurement for Coradia Nordic X62 in Northern Sweden

In a continuation of this collaboration, Transitio also entrusted Systecon with procuring heavy maintenance for 12 Coradia Nordic X62 trains, which operate across Sweden’s four northernmost counties. These vehicles face unique operational challenges due to harsh weather conditions and extended geographic coverage.

As part of this project, Systecon conducted RAM (Reliability, Availability, Maintainability) and LCC (Life Cycle Cost) verification. These analyses helped shape the maintenance strategy and supported informed decision-making in the procurement phase.

In addition, Systecon contributed by updating Transitio’s internal work procedures and helping to define and develop vehicle management processes—reinforcing the foundation for long-term asset sustainability and contract control.
