The value of any capability or system ultimately lies in its ability to satisfy the need for which it is conceived. In the defense sector, readiness or availability is a key factor. The need must be met when it arises and cannot be postponed. Alternatively, the need might be continuously present, and unavailability will result in loss of coverage.
Another important aspect is of course, the cost associated with the capability or system. How much will it cost to reach a certain level of performance and system effectiveness, and, equally important, how will it be sustained over time? Simply put, what is the Life Cycle Cost (LCC) of the system? Failure to properly assess LCC and provide adequate funding will, eventually, degrade system performance and reduce the value obtained from the system.
Taking responsibility for the above, and other thru-life aspects of the capability/system, is the core function of Life Cycle Management. Decisions and alternatives must be verified and scrutinized based on their foreseen effect on system effectiveness and LCC. Cost-effectiveness is key, seeking maximum “bang for the buck” or at least “affordable readiness”.
There are key questions to answer:
- How much will it cost to reach a certain level of performance and system effectiveness?
- How much will it cost to sustain it over time?
- What information baseline has been assembled and what type of analyses have been conducted?
- How should you apply an LCM mindset in your organization?
